- Use the plugin text domain for the "Premium Support" link so the string is translatable.
- Appended shipping rules from a CSV import now always sort after the rules a product already has, and matching no longer depends on database row order when rules are tied.
- The shipping rate cache is refreshed after a CSV import, so carts quote the imported rates on the next request.
